    Labour hope to put winter fuel misstep behind them


    The final act in this slow motion U-turn has played out.

    The arc of this row runs to almost a year. It was late July last year when I was among a bunch of reporters called into the Treasury to question the then new chancellor about her out-of-the-blue policy to take the Winter Fuel Payment from millions of pensioners.

    Rachel Reeves limited the payment to only those pensioners in receipt of pension credit or other means-tested benefits – around 1.5 million – saving up to £1.5bn a year.

    Ever since Labour MPs have grumbled they’ve been taking heat for it.

    The issue sat like a giant toad on the political news agenda all summer, hundreds of those newly elected Labour MPs deluged with complaints.

    And it never really went away.

    At the local elections in England and the parliamentary by-election in Runcorn in Cheshire last month, it came up repeatedly on the doorstep.

    Then we got the U turn, in three parts.

    Two-and-a-half weeks ago, the prime minister said the threshold would be moving.

    Last week, the chancellor said the new recipients would get it this coming winter.

    We now know who will qualify and who will have to pay it back.

    A couple of thoughts: could the government have done this in the first place?

    Some privately say: absolutely.

    Others say there was genuinely real concern in the Treasury about the state of the books and they felt compelled to do something to reduce so-called in year costs.

    Secondly: once they decided to move, they have moved pretty quickly, albeit announcing the U-turn in iterative steps, one week after another.

    We are not being kept waiting until the Budget in the autumn, or even the Spending Review on Wednesday – here we have it, the new threshold.

    So, how will the government pay for it? It is projected to cost £1.25bn.

    Ministers say there won’t be a “permanent” increase in borrowing.

    So how much borrowing will there be, and for how long? And which other budgets may be squeezed as a result?

    Or which taxes may have to rise?

    For many within Labour this whole debacle was the single biggest misstep of the party’s first year in office.

    They will now hope to put it behind them.

    But it’s one of those things forever likely to remain in the biography of this government – with questions asked of Rachel Reeves about it.

    Attention now turns to the Spending Review on Wednesday – where Labour folk will hope there are no other hostages to fortune that cause them quite so much grief as this has.

    Pope Leo holds U.S. citizenship. Can he still be a foreign head of state?


    Pope Leo XIV’s election as the first U.S.-born leader of the Catholic Church elevated him to the extremely rare, and legally thorny, position of being an American citizen who now is also a foreign head of state.

    Born in Chicago as Robert Prevost in 1955, the new pope for the past decade has held dual citizenship in the U.S. and Peru, where he spent time as a missionary and bishop.

    As pope, Leo serves as leader of both the Holy See, the governing body of the Catholic Church, and Vatican City, an independent state.

    Can the pope remain a U.S. citizen while leading a foreign government? Here are things to know about Leo’s citizenship.

    Is the Vatican considered a sovereign nation?

    In addition to being the spiritual leader for what the church says is roughly 1.4 billion Catholics worldwide, Leo is also the head of what’s recognized as the world’s smallest nation.

    Vatican City covers just 0.17 square miles (0.44 square kilometers) and has a population of a few hundred people. It became an independent state in 1929 under a treaty between Italy and the Holy See.

    Could Leo be stripped of his U.S. citizenship?

    Americans working for foreign governments aren’t automatically at risk of forfeiting their U.S. citizenship.

    But the U.S. State Department says on its website that it may “actively review” the citizenship status of Americans who “serve as a foreign head of state, foreign head of government, or foreign minister.”

    “Such cases raise complex questions of international law, including issues related to the level of immunity from U.S. jurisdiction that the person so serving may be afforded,” the policy states.

    The State Department declined to comment on the pope’s status. A spokesperson said the department doesn’t discuss the citizenship of individuals.

    The core issue is whether foreign leaders should hold American citizenship when they also enjoy broad immunity from U.S. laws, said Peter Spiro, a Temple University law professor and an expert on citizenship law. Such immunity clashes with the constitutional principle that no U.S. citizen should be above the law.

    However, the U.S. Supreme Court in a 1980 decision ruled that Americans can’t be stripped of their citizenship unless they intentionally renounce it.

    “The State Department never assumes that you intend to lose your citizenship unless you specifically say so through the renunciation process,” Spiro said.

    He said it would be hard to argue that Leo, by becoming pope, demonstrated an intent to give up being a U.S. citizen.

    “I think it’s highly unlikely that the U.S. moves to terminate the pope’s citizenship,” Spiro said.

    Can the pope remain a citizen of Peru?

    Peruvian law has no conflict with Pope Leo remaining a citizen, said Jorge Puch, deputy director of registry archives at Peru’s National Registry of Identification and Civil Status.

    Leo was granted Peruvian citizenship in August 2015, the month before Pope Francis appointed him bishop of Chiclayo in the South American country’s northern region. To qualify, he had to live in Peru for at least two years and pass a civics test.

    “It is the most praiseworthy thing our beloved supreme pontiff could have done: Wanting to have Peruvian nationality without having been Peruvian by birth,” Puch said.

    All adult Peruvians, including naturalized citizens, are required to vote in elections through age 69. Voting in Peru’s presidential election next April won’t be mandatory for Leo. He turns 70 in September.

    Did prior popes retain citizenship in their home countries?

    It’s not clear what happened to the citizenship status of Leo’s predecessors once they became pope. That’s not information the Vatican discloses.

    Pope Francis renewed his passport in his home country of Argentina in 2014, the year after he became pope. German-born Pope Benedict XVI and Pope John Paul II, a native of Poland, never publicly relinquished citizenship in their home countries.

    John Paul was the first non-Italian pope in 455 years.

    Margaret Susan Thompson, a Syracuse University history professor and expert on American Catholicism, said she doubts Leo would renounce his U.S. citizenship. But she believes the new pope was sending a message when he delivered his first speech in Italian and Spanish without using English.

    “I think he wants to stress that he is the pope of the universal Catholic Church,” Thompson said, “and not an American holding that position.”

    Have other US citizens served as leaders of a foreign government?

    Yes. Here are a few notable examples.

    Former British Prime Minister Boris Johnson was born in New York to British parents in 1964. He left the U.S. as a young boy and renounced his American citizenship in 2016 while serving as the U.K.’s foreign secretary. Johnson became prime minister three years later.

    Mohamed Abdullahi Mohamed was an American citizen when he was elected president of Somalia in 2017. Born in Somalia, he moved to the U.S. in 1985 and became a citizen in the 1990s. Mohamed gave up his U.S. citizenship two years into his presidency.

    Valdas Adamkus became a U.S. citizen after his family fled Lithuania to escape Soviet occupation. He returned to win Lithuania’s presidency in 1998, years after the Soviet Union collapsed. He relinquished his American citizenship after being elected.

    North Korea Arrests 3 Over Failed Ship Launch That Angered Kim Jong-un


    North Korea has arrested three shipyard officials as it investigates the failed launch of a navy destroyer last week that badly embarrassed its leader, Kim Jong-un, state media reported on Sunday.

    The chief engineer at the Chongjin shipyard on North Korea’s northeastern coast was arrested, as were the head of its hull-construction workshop and a deputy manager for administrative affairs, ​the official Korean Central News Agency reported.

    Mr. Kim was watching as the shipyard tried to launch the newly built 5,000-ton destroyer ​on Wednesday, according to state media. Satellite images indicated that a large crowd had gathered for an elaborate ceremony to highlight Mr. Kim’s efforts to modernize North Korea’s navy.

    But the ship lost its balance as engineers tried to push it sideways into the water. A satellite image taken after the accident showed the ship lying on its side, its stern in the water and its bow still stuck on the ramp. It was covered with blue tarpaulins, apparently to conceal it from spy satellites. (North Korea often carries out sensitive military construction under large canopies for that reason.)

    Mr. Kim called the launch’s failure a “criminal act” and promised stern punishment, state media reported last week.

    It was meant to be the North’s second launch of a destroyer in a month. The first, in April, at the Nampo port on the west coast, went smoothly; engineers set that ship afloat by letting water into a dry dock.

    The Democrats party leader, Yair Golan, gave his first interview on Saturday evening with Channel 12 following a wave of criticism over his recent controversial statements.

    In the interview, Golan sought to clarify his intent, stating, “Of course Israel doesn’t kill babies for a hobby. Israel has not committed war crimes in Gaza. My comments were directed at the political leadership. The goal of the war is political. Hamas has been militarily defeated – we must bring the war to an end and secure the release of all the hostages in one decisive move.”

    Speaking on Channel 12’s Meet the Press, Golan emphasized the disparity in public accountability, saying, “I don’t recall [Bezalel] Smotrich or [Itamar] Ben-Gvir ever being asked to apologize for their words. It’s unacceptable that we’re renewing combat in Gaza while people with such a worldview are shaping political objectives. As a professional, war should be waged against those who pose a threat to Israel. If Israel wants to survive, it cannot preach the murder of civilians.”

    Responding to Katz not wanting Golan in the reserves

    When asked about Defense Minister Israel Katz’s directive to not call Golan up for reserve duty, he responded, saying, “Good thing I didn’t ask for Katz’s permission to put on my uniform on October 7.

    “That day, we did what had to be done, where the Israeli government completely failed. The defense minister does not have the authority to deny me access to bases. When I need to enter bases, I’ll present my qualifications as a general – I assume they’ll let me in. 38 years of service won’t be discarded because of cheap populism by someone trying to exploit the situation.”

    Criticizing Netanyahu

    Golan also delivered sharp criticism of Prime Minister Benjamin Netanyahu’s decision to appoint Maj.-Gen. David Zini as head of the Shin Bet (Israel Security Agency), in defiance of Attorney General Gali Baharav-Miara’s guidance.

    “Netanyahu is disregarding the attorney general’s recommendation and carrying out a full-blown governmental coup. This is Netanyahu trying to shut down the ‘Submarine Affair’ by means of a specific appointment,” he claimed.

    “Zini is unfit to head the Shin Bet,” Golan continued. “He was under my command, he’s a decorated officer, but not suitable for this position. Netanyahu cannot appoint the head of Shin Bet while an investigation is ongoing against him. If Netanyahu insists on going against the attorney general and the High Court, the country must shut down.”

    Addressing his recent drop in opinion polls, Golan said, “I could have been the IDF chief of staff and paid a personal price. Israel is spiraling into fascist-style extreme nationalism. Ministers who slander the state and whose statements become weapons in the hands of our enemies – it’s shameful and disgraceful. If someone who upholds Israel’s founding values is called a radical leftist, I call on my colleagues in the opposition to go on the offensive – you don’t win by playing defense.”

    Golan also revisited a past statement made early in the war, when he suggested starving Gaza residents. “What was right then is not right today,” he explained. “I believed at the start of the war it was necessary to apply far more massive pressure on Hamas.”

    He expressed regret over an incident in Kiryat Shmona in which he lashed out at a civilian. “I’m not proud of it. I’m human too – I feel insulted and disappointed. The internal hatred must disappear from our discourse. Netanyahu established a well-oiled poison machine – they take every statement and twist it out of context.”

    Golan concluded with a message to the Religious Zionist community: “Even the Religious Zionist public needs to do some soul-searching. Religious Zionism will likely play a dramatic role in determining Israel’s future. The moment I find partners among the hundreds and thousands from that community, they’ll be my partners.”

    Congress MP Shashi Tharoor, who is in the United States leading an all-party delegation to put forth India’s stance against state-sponsored terrorism by Pakistan, said on Saturday that New Delhi is not interested in warfare, but Islamabad resorts to cross-border terrorism to try and achieve its strategic goals.

    Addressing the media at the Indian Consulate in New York, Tharoor said, “We are not interested in warfare with Pakistan. We would much rather be left alone to grow our economy and pull our people into the world they are getting ready for in the 21st century. But, the Pakistanis, sadly, we might be a status quo power, but they are not…they covet the territory India controls, and they want to have it at any price. If they can’t get it through conventional means, they are willing to get it through terrorism, and that is not acceptable to us”

    ‘Terrorism is a global problem’

    Upon landing in the US, the all-party delegation led by Tharoor visited the 9/11 Memorial site and expressed solidarity with the victims of the terror attack. He said that the delegation’s visit is a reminder that terrorism is a shared problem for both India and the US.

    “It was obviously a very moving moment for us, but it was also meant to send a very strong message that we are here in a city which is still bearing the scars of that savage terrorist attack in the wake of yet another terrorist attack in our own country,” Tharoor said.

    “We came both as a reminder that this is a shared problem, but also out of a spirit of solidarity with the victims… It’s a global problem, it’s a scourge and we must all fight it unitedly,” he added.

    Shashi Tharoor on Pahalgam attack

    Talking about the April 22 terror attack in Kashmir’s Pahalgam which killed 26 people, most of whom were tourists, Tharoor said, “It was a bunch of people going around identifying the religions of the people before them and killing them on that basis, which was intended to provoke a backlash in the rest of India, since the victims were overwhelmingly Hindu.”

    “Within one hour of the atrocity, a group called the Resistance Front had claimed credit. The Resistance Front was known for some years to be a frontal organisation of the proscribed Lashkar-e-Taiba, which is on the US-designated terror list as well as UN sanctions committees. And India had gone to the UN sanctions committee with information about the Resistance Front in 2023 and 2024, and now, sadly, it had acted in 2025, they repeated their claim the next day,” he added.

    Tharoor said that, unfortunately, Pakistan chose to follow its usual path of denial and succeeded in removing the reference to TRF from the press statement drafted in the Security Council of the UN two days later with China’s help.

    Eighteen injured in knife attack as woman arrested


    Several people have suffered life-threatening injuries in a knife attack at the main railway station in the German city of Hamburg, police have said.

    Hamburg Police said 18 people were injured in the attack at the northern city’s Central Station at about 18:00 local time (16:00 GMT) on Friday.

    Officers arrested a 39-year-old German woman at the scene as they carried out a major operation.

    The woman remains in police custody and is scheduled to appear in court on Saturday.

    In a post on X, Hamburg Police said several people who were hurt had sustained life-threatening injuries.

    Speaking to the press outside the station, police said they believe the suspect acted alone and did not have a “political motive”.

    Rather, they believe she may have been “in a state of mental distress,” Florian Abbenseth, a police spokesperson, told reporters.

    Police later added that its homicide division is investigating the incident as well as the suspect’s motives.

    The attack happened between platforms 13 and 14 – which are accessible via a busy main road – while a train was on one of the platforms.

    Some of the victims were treated inside trains, according to reports.

    German Chancellor Friedrich Merz said the attack was “shocking” and thanked the emergency services on the ground for “their rapid assistance”.

    German rail operator Deutsche Bahn said four platforms at the station were closed and some services would experience delays and diversions.

    Pictures from the scene show a number of emergency service personnel and vehicles on the ground, and barriers that seem to be hiding the injured from public view.

    One photograph used by German media shows a man being taken away by paramedics on a stretcher.

    A video on social media appears to show the suspect with her hands behind her back being escorted out of the station platform by officers who put her in a police vehicle.

    Hamburg Central Station is one of Germany’s busiest transport hubs, with more than 550,000 travellers per day according to its website. It is often crowded during Friday rush hour.

    This is the latest in a series of violent attacks in Germany in recent months.

    In January, a two-year-old boy and a 41-year-old man were killed in a stabbing in a park in Aschaffenburg, with several others hurt.

    A Spanish tourist was stabbed just a month later at Berlin’s Holocaust Memorial.

    Last December, six people were killed and hundreds were injured after a car drove into a crowd at a Christmas market in the eastern city of Magdeburg.

    The suspects in these previous attacks were migrants, which has led Germany to tighten border control checks and saw immigration become a key issue for voters during the country’s federal elections in February.
